Can the formal expressions of a zoning system regenerate a neighbourhood?

Our site in Stamford had all the program necessary to create an active community – a church, school, banks, and shops – but no soul dared venture onto the plot. So we created a zoning game, where added developmental value (area, mass) was only possible through added spatial value (form, light). The resulting ‘redux’ of this city block created new sheltered spaces for gathering, light-filled arcades to connect to adjacent properties, and opportunities for interaction across program-types.
